About the Program

The City of Kansas City established an ‘Employee Homeownership Assistance Program” on March 21, 2024, which aims to bolster employee opportunities for homeownership.

The Program offers partial forgiveness loan tailored for down payment and closing costs, and supplements financial support with education, so that first-time homebuyers can achieve sustainable and affordable ownership of residences within city limits.

Program Overview:

  • The City employee must be a first-time homebuyer working as a full-time employee and have a minimum of 5 years of service at the time of application.
  • Property must be within Kansas City, Missouri city limits.
  • Program offers up to 20% down payment assistance, not to exceed $30,000.
  • Program offers closing cost assistance up to $5,000.
  • One loan per qualified household during city employment.
  • Priority will be given employees in “severely distressed census tracts.”

Some Program Requirements:

  • Buyer(s) must complete financial management, homebuyers counseling and education before applying for assistance. Note: Counseling Agency may charge a fee for services.
  • Must have a 680 minimum credit score (after coaching).
  • Post-purchase counseling and education must be completed before loan closing.
  • The employee must be a first-time homebuyer in “good standing” with the city and provide at least 2.5% down payment.
  • Must pre-qualify for a conforming fixed-rate mortgage loan.
  • The home must be a single-family residence (condos and townhomes included) within city limits and pass a health and safety inspection per city guidelines.
